As President and CEO of PEG, LLC, JoAnn Spence leads with vision, expertise, and a deep understanding of the building trades industry. A results-driven executive, JoAnn brings decades of leadership experience from the production homebuilding industry, where she rose through the ranks to the executive level at Centex Homes, mastering roles in finance, construction, warranty, and customer satisfaction.
JoAnn’s expertise spans large- and mid-scale built environment programs, with a focus on strategic design, third-party inspections, compliance documentation, and forecasting. She is known for driving change, developing client-centered solutions, and delivering sustainable outcomes across residential and commercial projects.
A graduate of the University of Maryland with studies in Business Administration and Management, JoAnn also completed coursework in Engineering Mechanics at the Georgia Institute of Technology.
Under her leadership, PEG has grown into a nationally recognized, woman-owned consulting firm and a trusted partner in sustainable building solutions.
As Senior Vice President and Chief Operating Officer of PEG, LLC, Matthew Cooper has played an integral role in the company’s evolution and success since its inception. With over 30 years of experience in evaluating, designing, and managing the built environment, Matthew has helped position PEG as a national leader in engineering, energy consulting, and environmental services.
He oversees operations across PEG’s network of more than 200 associates, guiding the firm’s ability to adapt, innovate, and deliver high-performance solutions. His expertise spans a wide range of disciplines, including building performance diagnostics, code compliance, test and balance, mechanical system design and commissioning, industrial hygiene, hazardous substance assessment and abatement, collective protection systems, energy recovery and demand-side performance, and energy management systems analysis, design and commissioning.
Matthew holds numerous professional certifications and credentials, including LEED Accredited Professional (US Green Building Council), National Green Building Standard Verifier (National Association of Home Builders), Certified Indoor Environmentalist (Indoor Air Quality Association), Certified Supervisor (National Environmental Balancing Bureau) in the disciplines of air and hydronic balance, and Air Filtration Certification (National Air Filtration Association).
A graduate of the University of Maryland and the U.S. Air Force College of Applied Aerospace Sciences, Matthew also completed postgraduate studies in Quality Systems Management at the National Graduate School. His leadership continues to drive PEG’s reputation for excellence in sustainable design, compliance, and performance across 27 states.
As Vice President and Principal of PEG, LLC, Joshua Spence brings over 15 years of hands-on experience and leadership to the organization. Having worked his way through nearly every technical level of the company – from Field Engineer to Senior Field Engineer, Area Manager, and Operations Manager – he offers a deep understanding of the operational and strategic needs that drive PEG’s success.
He has personally conducted over 10,000 HERS ratings and continues to lead quality assurance inspections and training seminars across more than 17 states. Under his guidance, PEG performs over 20,000 annual inspections and analyses across residential, multifamily, commercial, institutional, and historically significant buildings.
Joshua holds a bachelor’s degree in Construction Management from the New Jersey Institute of Technology and is certified across a wide range of technical disciplines, including Building Science, HVAC Design and Installation, Building Information and Energy Modeling, ASHRAE Energy Auditing, Thermography, Structural Inspection, Acoustical Testing, Building Envelope Inspection, HVAC TAB and Commissioning, Concrete Inspection & Testing, and Indoor Air Quality. He is a RESNET-accredited HERS Rater, Quality Assurance Designee, and Trainer; a BPI Building Analyst and Quality Control Inspector; a licensed general contractor; and a certified Home Innovations NGBS Verifier.
